Mr. Richard Lartey

Mr. Richard Lartey is a Ghanaian Professional and Politician who was in April 2025, appointed as Acting Deputy Chief Executive Officer (Finance and Administration) of MASLOC by President John Dramani Mahama.

He has extensive experience in the Private Sector, with focus on Financial Management, Accounting, Audit and Strategic Planning.

He also has strong political leadership skills having risen through the ranks from the Branch level through the constituency, to the Regional level as Deputy Regional Treasurer.

He holds an MBA in Finance from the University of Ghana Business School, a BSc in Accounting from the University of Professional Studies Accra, and an HND in Accounting from Accra Polytechnic.

Madame Vivian Owusu Asante

A dedicated and results-driven financial services professional with over twelve years of experience in Ghana's microfinance and SME banking sector, known for leadership, operational efficiency, and inclusive finance.

Throughout her career, Vivian has led successful initiatives to improve loan recovery, enhance branch profitability, and expand financial access to underserved communities.

Known for her collaborative leadership style, ethical standards, and passion for empowering women, youth, and rural entrepreneurs through targeted financial solutions.

She brings a practical understanding of Ghana's financial landscape and a clear vision for advancing MASLOC's mission to support micro and small enterprises nationwide.

Madame Khalida M.A. Seidu

A dedicated Ghanaian educator holding a Diploma in Business Studies, a Bachelor of Education in Management Studies, a Master of Commerce in HRM from UDS, and currently a PhD candidate.

Appointed Upper West Regional Deputy Women's Organizer in November 2022, empowering young women through breast cancer screening, personal development programs, and party mobilisation.

Serves as Chairperson for the Gender and Social Protection Portfolio, and has been a vocal advocate for the cancellation of taxes on sanitary pads.

An active researcher with several peer-reviewed publications focusing on small-scale enterprises, record keeping, training effectiveness, and leadership management in Ghana.

Mr. Jerry Nyamekye

A visionary executive with over 18 years of distinguished leadership in transformational infrastructure development, corporate governance, and sustainable business growth across telecoms, energy, real estate, and logistics.

Currently Senior Manager, Transport Implementation at a leading technology company, leading high-impact, multimillion-dollar infrastructure initiatives powering nationwide digital transformation.

A strategic Non-Executive Director and founder of a diversified group spanning Oil & Gas, Energy Solutions, Heavy Equipment Rentals, Real Estate, and Procurement.

Holds advanced executive credentials from Harvard, MIT, LSE, Wharton, an MBA in Project Management, and a BSc in Electrical & Electronic Engineering. Member of the Ghana Institution of Engineers.

Madam Abigail Akwambea Elorm Mensah

Appointed CEO of MASLOC in February 2025 by President John Dramani Mahama. Also serves as Deputy National Women's Organizer of the NDC since 2018.

Brings extensive expertise in budgeting, financial reporting, policy implementation, data analysis, risk assessment, and ICT systems monitoring.

Holds a Master of Commerce in Taxation from Pentecost University, an LLB from the University of London, and a BSc in Business Administration from Methodist University College.

Member of the Ghana National ADR Practitioners Association and final-level candidate of the Chartered Institute of Taxation, Ghana (CITG).

Hajia Joyce Zaynab Mahama

An accomplished stateswoman and senior educationist with over three decades of progressive leadership across education, political, and civil service sectors.

Served as National Women Organizer of the NDC from 2014 to 2018, championing gender empowerment, youth mobilisation, and grassroots participation nationally.

Served as Board Chairperson of Atebubu College of Education and Board Member of the Institute of Local Government Studies. Former Deputy Treasurer of the Ghana Olympic Committee.

Holds a Bachelor of Education from the University of Education, Winneba, with deep roots in Ghana's academic and civic transformation.

Linus Azeriwie Agalisi

Holds a BCom from UCC and an EMBA from KNUST. Began his career with Consumer Credit Limited as Assistant Branch Manager before joining NEDCo/Volta River Authority in 2001.

Rose through the ranks at NEDCo from Commercial Officer to Manager of Customer Service and later Manager of Transport and Security, implementing impactful systems reforms.

An entrepreneur with businesses in construction and hospitality, and continues to serve on boards of several companies and organisations.

Nana Amponsah Dokua III

Paramount Queen Mother of the Osudoku Traditional Area and President of the National Queen Mothers' Platform Ghana, advocating for women's rights, girl-child education, and peacebuilding.

Served as Chairperson of the Social Services Sub-Committee and Disability Fund Management Committee of the Shai Osudoku District Assembly.

Has represented Ghanaian traditional leadership at major international forums including the UN, AU Girls Summit, and FOCAC, promoting inclusive governance and cultural diplomacy.

Studied Business Management at the University of Cape Coast. Her decade-long leadership as Manager of PEC School shaped the academic paths of countless young learners.

Lily-Love Esetoobu Nunoo

Highly accomplished finance professional with over three decades at SSNIT and The Trust Hospital, rising to Deputy Chief Accounts Officer with expertise in financial planning and oversight.

Demonstrated exceptional competence managing multimillion-cedi budgets, improving financial processes, and ensuring compliance with statutory and audit requirements.

Led preparation of annual budgets, developed internal financial controls, and provided staff development training to increase institutional financial robustness and transparency.

Holds a BSc in Business Administration (Accounting) from the University of Ghana, Legon. Brings deep institutional knowledge and a strong record of integrity to MASLOC.

Nana Akyaa Anti

Chief Investment Officer at Sentinel Asset Management Limited with over 15 years in asset management, capital markets, and development finance across fixed income, equities, and alternatives.

Career spans IC Securities, Guaranty Trust Bank, and Bullion Securities, where she led equity research, due diligence, and regulatory compliance for capital markets operations.

Holds an MSc in Development Finance and a BSc in Statistics and Computer Science from the University of Ghana. Completed executive training at the University of Cape Town and Ghana Stock Exchange.

Contributed to a pan-African study on Residential REITs and the Ghana Banking Report 2013, which was featured on Bloomberg. Widely respected for technical expertise and strategic judgment.

Simon Amegashie-Viglo

Seasoned academic and administrator who served as Dean, Vice Rector, and Senior Lecturer at Ho Technical University, with expertise in decentralisation and public administration.

Played strategic roles in regional and national campaign oversight, parliamentary vetting, and advisory committees on district and municipal governance in the Volta Region.

Chaired high-level committees on appointments, ethics, finance, and development at the Polytechnic Council, and served on national teams focused on decentralisation and youth empowerment.

Prolific researcher and published author on governance, education, and economic development. Recipient of a $10,000 ADEA award to develop Ghana's polytechnic HIV/AIDS policy framework.

Beryl Appenteng

Accomplished entrepreneur and Managing Director of Urban Essentials Ltd, with over 15 years in enterprise development, operations management, and strategic business leadership.

Also serves as Executive Director of Fourthman & Cross Construction Ltd, overseeing strategic planning, financial control, HR management, and stakeholder engagement.

Holds equity in notable Ghanaian enterprises including Panbros Salt Industries and Intravenous Infusion Ltd. Specialises in business development, budgeting, and human resource oversight.

Holds a Bachelor of Entrepreneurship from GIMPA and completed Harvard's Entrepreneurship in Emerging Economies program. Known for mentoring young entrepreneurs and women in business.

Patrick Ayittah

Mr. Patrick Ayittah holds a Master’s degree in Human Resource Management from Methodist University College, Accra, and is currently pursuing a Doctorate in Management at GIMPA. He has an extensive background in student leadership, having served as President of the Ghana Union of Professional Students (GUPS) and Coordinating Secretary of the National Union of Ghana Students (NUGS). He is a founding member of DUCTU Africa and previously served as a Lecturer and later Registrar of Jayee University College, where he was also a member of the University Council. Mr. Ayittah currently serves as Head of Human Resource at MASLOC, bringing strong expertise in human resource management, leadership, and institutional development.

Madam Clara Dy-Yakah

Madam Clara Dy-Yakah holds an Executive Master’s Certificate in Public Administration from KNUST and a degree in Integrated Development Studies from UDS, Wa Campus. She also earned a Post-Secondary Certificate in French, English Literature, and Education from Mount Mary College, Somanya. She previously worked at the Offices of Ghana’s Parliament and later served as a Municipal Human Resource Manager with the Ministry of Local Government in Wa. With seven years’ experience in the banking sector as an Operations Manager and Supervisor, she led key projects, trained staff on banking systems, and supported team restructuring initiatives. Madam Clara currently serves as Head of Administration at MASLOC, bringing strong expertise in administration, human resource management, and operations.

Fadatoyo Imoro Abudu

Mr. Fadatoyo Imoru Abudu was appointed Head of Finance at MASLOC in August 2020. He is a Chartered Accountant and a member of the Institute of Chartered Accountants, Ghana (ICAG), with extensive experience in finance and administration. He began his career at Architectural and Engineering Services Ltd, rising to Deputy Head of Finance before joining MASLOC in 2007. He served as Finance and Administrative Officer in the Upper East and Eastern Regions, and later as Finance Manager, Operations at the Head Office in Accra, where he supervised departmental activities and led the preparation of financial statements. He holds an MBA in Accounting and Finance from the Institute of Professional Studies, Accra, and a Postgraduate Diploma in Forensic Auditing from ICAG.

Samuel Agyei Gyang

Samuel is the Head of Legal at MASLOC with extensive experience in litigation and corporate law. He began his legal career in 2010 at Messrs. Zoe, Akyea & Co., where he handled corporate and commercial matters including contracts, real estate, labor, debt recovery, and intellectual property, as well as criminal and family law cases. He also facilitated Alternative Dispute Resolution (ADR) processes and negotiated out-of-court settlements. Prior to joining MASLOC, he served as Head of Legal at McOttley Holdings Limited, providing in-house legal services across its subsidiaries in microfinance, investment banking, and real estate. He has significant expertise in commercial transactions, company registration, due diligence, compliance, and currently serves as company secretary to several companies. Samuel holds a Qualifying Certificate in Law from the Ghana School of Law, an LLB (Hons), a BA (Hons) in English with History from the University of Ghana, and a Diploma in Public Relations and Advertising from the Ghana Institute of Journalism. He has also undertaken professional training in ADR, AML/CFT, Corporate Governance, and Data Protection.

Mr. Iddrisu Issah

Mr. Iddrisu Issah has served as Head of Credit at MASLOC since August 18, 2022. He is a seasoned banking professional with over 20 years of experience, having begun his career in 2004 with SunTrust Bank in Atlanta, Georgia. Prior to joining MASLOC in March 2018 as Zonal Manager, he worked with Beige Capital Savings and Loans Ltd and UT Bank Ghana. He holds an Associate Degree in Business Administration from Georgia State University – Perimeter College, a Bachelor of Science in Business Administration from Kennesaw State University, an MBA in Finance from Argosy University, and an MA in Brands and Communication from the University of Professional Studies, Accra (UPSA). Mr. Issah has also completed executive and professional certifications in Risk Management, Agriculture Value Chain Finance, Financial Analysis for Agribusiness, Diplomacy and International Relations, Loan Portfolio Management, and Public Procurement.

Eleanor J. A. Y. Tettey

Eleanor J.A.Y. Tettey is a finance professional with a BSc in Banking and Finance from Central University College and over a decade of banking experience. She began her career with Stanbic Bank in 2009 and later joined UT Bank, where she served in various roles including Consumer Finance Officer, Retail Banker, Business Banker, Recovery Task Officer, and Enterprise Banker from 2010 to 2018. She subsequently worked with GCB Bank’s Syndications and Project Desk in the Corporate Banking Department at the Head Office. In 2022, she joined MASLOC as Head of Business Development, where she leads the Business Development Unit, leveraging her diverse experience in banking, insurance, human resource management, real estate, and marketing to enhance customer service delivery and institutional growth.

Baba Adam Ziblim

Mr. Baba Adam Ziblim began his professional career in the financial sector in 1992, starting as an Accountant and rising to the position of Chief Treasurer at the Ministry of Communications, Ghana. He currently serves as Head of Internal Audit at MASLOC. He holds an Executive MBA in Finance from GIMPA and an MBA from Accra Business School, with strong managerial experience in Risk Management and Audit & Assurance.

Felix Kwabena Offei

Felix holds an MBA in Management Information Systems from Maastricht School of Management (MSM-AMBA), Netherlands, and is a CISA candidate with ISACA (Accra Chapter). He also earned certificates in Big Data in Society and Big Data Management and Analysis (Master Level) from Vrije Universiteit (VU Amsterdam). With over 20 years of experience in the ICT industry, he began his career as a Software Developer at Herbako Nutrition Company. He later served as Assistant IT Manager at Express Funds Money Transfer (now Small World), and subsequently as Head of IT at Express Savings and Loans Limited. Felix joined MASLOC in 2011 as an ICT Consultant, later becoming the Database Administrator and Acting Head of ICT in December 2020. He has supported the implementation of microfinance management software for over 30 institutions in Ghana and one overseas.

Mr. Shadrack Quarcoo

Mr. Shadrach Quarcoo is a Development and Finance Expert specialized in Private Sector Development, Microfinance, Project Management, Trade and Project Finance, Monitoring and Evaluation, and Strategy and Management Consulting. He has over 25 years of professional experience across the accounting, food processing, shipping and logistics, and financial services industries. He also led the restructuring, sustainability, and profitability initiatives of SMEs and NGOs. As a Project Manager at MASLOC, he spearheaded the restructuring of microfinance companies in Ghana and supported them in accessing operational funding. He developed operational manuals and policy frameworks to enhance efficiency, effectiveness, and regulatory compliance. Mr. Quarcoo holds a B.A. (Hons) in Economics with Philosophy and a Master’s degree in Development Studies. He currently serves as Head of Policy, Planning, Research, Monitoring and Evaluation (PPRME).

Ms. Sophia Vanderpuije

Ms. Sophia Vanderpuije is a seasoned educationist and corporate professional with over 21 years of experience in education, international relations, and corporate communications. She taught English and French for 11 years at the Junior High School level in Accra and Tema, and later spent six and a half years teaching in primary and middle schools in China and South Korea. She also served for five years as an International Relations Officer at Dong Ying John Import and Export Trading Company Limited, managing international partnerships, and gained media experience with Real Estate Times. Ms. Vanderpuije holds a BA in International Relations, a Diploma in Social Behaviour, a Teacher’s Certificate ‘A’ in French, and a Certificate in Broadcast Journalism, and is currently pursuing an MA in Peace and Security. She is the Deputy Director at MASLOC, heading the Corporate and Programs Directorate, where she contributes to programme delivery, stakeholder engagement, and corporate image building.
