Madam Abigail Akwambea Elorm Mensah is a Ghanaian professional appointed in February 2025 as the Chief Executive Officer of the Microfinance and Small Loans Centre (MASLOC) by President John Dramani Mahama. She also serves as the Deputy National Women's Organizer of the National Democratic Congress (NDC), a role she has held since 2018, contributing significantly to policy formulation, stakeholder engagement, and leadership development.

She possesses strong expertise in financial management, budgeting and reporting, policy implementation, data analysis, risk assessment, ICT systems, auditing, and team leadership. Her academic background includes a Master of Commerce in Taxation from Pentecost University Graduate School, an LLB from the University of London, a BSc in Business Administration from Methodist University College, and an HND in Accounting from Koforidua Polytechnic.

Madam Elorm is a member of the Ghana National ADR Practitioners Association, holds a Certificate in Alternative Dispute Resolution, and has completed the final level of the Chartered Institute of Taxation Ghana (CITG). She is highly skilled in evaluating organizational policies and systems to enhance efficiency and support MASLOC's long-term vision of industry leadership.

He began his career at Architectural and Engineering Services Ltd, rising to Deputy Head of Finance before joining MASLOC in 2007. He served as Finance and Administrative Officer in the Upper East and Eastern Regions, and later as Finance Manager, Operations at the Head Office in Accra, where he supervised departmental activities and led the preparation of financial statements. He holds an MBA in Accounting and Finance from the Institute of Professional Studies, Accra, and a Postgraduate Diploma in Forensic Auditing from ICAG.

He also facilitated Alternative Dispute Resolution (ADR) processes and negotiated out-of-court settlements. Prior to joining MASLOC, he served as Head of Legal at McOttley Holdings Limited, providing in-house legal services across its subsidiaries in microfinance, investment banking, and real estate. He has significant expertise in commercial transactions, company registration, due diligence, compliance, and currently serves as company secretary to several companies. Samuel holds a Qualifying Certificate in Law from the Ghana School of Law, an LLB (Hons), a BA (Hons) in English with History from the University of Ghana, and a Diploma in Public Relations and Advertising from the Ghana Institute of Journalism. He has also undertaken professional training in ADR, AML/CFT, Corporate Governance, and Data Protection.

He holds an Associate Degree in Business Administration from Georgia State University – Perimeter College, a Bachelor of Science in Business Administration from Kennesaw State University, an MBA in Finance from Argosy University, and an MA in Brands and Communication from the University of Professional Studies, Accra (UPSA). Felix joined MASLOC in 2011 as an ICT Consultant, later becoming the Database Administrator and Acting Head of ICT in December 2020. He has supported the implementation of microfinance management software for over 30 institutions in Ghana and one overseas.

He developed operational manuals and policy frameworks to enhance efficiency, effectiveness, and regulatory compliance. Mr. Quarcoo holds a B.A. (Hons) in Economics with Philosophy and a Master’s degree in Development Studies. He currently serves as Head of Policy, Planning, Research, Monitoring and Evaluation (PPRME).

She taught English and French for 11 years at the Junior High School level in Accra and Tema, and later spent six and a half years teaching in primary and middle schools in China and South Korea. She also served for five years as an International Relations Officer at Dong Ying John Import and Export Trading Company Limited, managing international partnerships, and gained media experience with Real Estate Times. Ms. Vanderpuije holds a BA in International Relations, a Diploma in Social Behaviour, a Teacher’s Certificate ‘A’ in French, and a Certificate in Broadcast Journalism, and is currently pursuing an MA in Peace and Security. She is the Deputy Director at MASLOC, heading the Corporate and Programs Directorate, where she contributes to programme delivery, stakeholder engagement, and corporate image building.
